Run a shift swap policy that does not create holes

The problem

Staff trade shifts by text and the manager finds out when someone does not show.

Steps

1. Require all swaps in your scheduling app or a written log
2. Swaps need manager approval at least 24 hours out
3. The person picking up must be trained for that role
4. The original person owns the shift until approval
5. Review swap patterns monthly for people who always trade the same day
